During the recent election, the people of Puerto Rico expressed their desire to end more than a century of colonial treatment and become a state. The current territorial political status is unequal, undemocratic, and un-American. The U.S. citizens of Puerto Rico have repeatedly demonstrated at the ballot box that they want and deserve equal rights and responsibilities to those of their fellow citizens in all other states. That is only possible through statehood for Puerto Rico.

To the Honorable Members of the 119th Congress of the United States:
Puerto Rico has been a territorial colony of the United States for over 125 years. Living in an unincorporated territory, the more than 3.2 million U.S. citizens of Puerto Rico are denied the right to vote for President, have no representation in the Senate, and have only one member in the House — who cannot even cast a vote on the floor. Further, many federal laws discriminate against those living in Puerto Rico and deny residents equal rights to those enjoyed by their fellow U.S. citizens on the mainland. This is unacceptable. The U.S. citizens of Puerto Rico serve in the U.S. military, pay U.S. taxes, and have been a part of the fabric of American society for over a century.
On November 5, 2024, 58% of voters in Puerto Rico — an overwhelming majority — supported statehood in the political status plebiscite vote. This was far and away the most popular choice, nearly doubling that of the second highest option, independence with free association. This marked the fourth time in the last 15 years that, when given the choice, the people of Puerto Rico voted to reject the current territory status and for statehood.
The U.S. citizens of Puerto Rico have provided a clear mandate for statehood. Now, we are calling on you to act. It’s time to end American colonialism in Puerto Rico once and for all. Please honor and respect the will of our fellow American citizens in Puerto Rico by supporting legislation this year to make a binding offer of statehood for Puerto Rico. By doing this you will honor our founding values of government by consent of the governed, strengthening the island and making America a stronger and a more perfect Union.
